Get a Mail-in Ballot

You can ask to get a mail-in ballot for all elections in Maryland. Follow the instructions on the application to be on the permanent mail-in ballot list. If you do not want to be on the permanent mail-in ballot list, you will have to complete an application before each election.

Completed applications can be mailed to 300 S Center Street, Westminster, MD 21157, emailed to ccboe@carrollcountymd.gov, or put in the drop box outside the elections office.
